Kenny on every public page (guide and navigator)

Kenny's floating chat bubble lives on every public page (sales pages, the blog, the free tools, /ideas). Any Talk to Kenny button opens him right there on the page, no account needed, and signed-in members get the inside Kenny helper in the same spot instead. He is also a polite navigator: when a visitor is clearly hunting (typing in the /ideas search box, or sitting on a public page for about 45 seconds), Kenny offers help ONCE per browser session with a small dismissible card by his bubble; accepting it opens the normal chat where he asks two quick routing questions (do you already have an idea or do you want one, and what are you trying to start) and answers with real page links. He is location-aware the honest way: when the request carries Vercel's geo headers he may greet the visitor with their city or region and point to their city guide under /locations or their state registration guide under /register-a-business; when the headers are absent he says nothing about location, and he never pretends the visitor told him where they are.
