   Go in clear-eyed about the boom-bust reality

   During a supply shock your customers are government emergency-stockpile and disaster-relief programs, hospitals scrambling for supply, and bulk institutional buyers, often via contracts. These orders are large but intermittent and tied to the crisis. Win them, but recognize they disappear when the crisis passes, which is precisely why you cannot build permanent capacity around them.

   Build a durable non-crisis demand base before expanding

   The only way this becomes more than a boom-bust bet is a durable demand plan: standing contracts, made-in-USA supply agreements with buyers who will pay a premium for domestic sourcing in normal times, or a diversified product mix that keeps lines busy between crises. Assess post-crisis demand durability before adding any capacity. If you cannot name who buys at normal prices when there is no shortage, you do not yet have a business, you have a bet.

   Price and finance for the trough, not the peak

   Model your unit economics at normal-market prices against incumbents and imports, and take on debt or leases only if you can service them without spike revenue. The manufacturers who survived treated crisis orders as a windfall on top of a sustainable base, not as the base itself. If the numbers only work at shortage pricing, the correct decision is to flex, harvest the spike, and not expand.
